I've always just linked to the plugin like so:

$ cd ~/.mozilla
$ ln -s /usr/java/j2sdk1.4.1_01/jre/plugin/i386/ns600 plugins

Did you export PATH?  If you're talking about a pseudoterminal (such as
an xterm, rxvt, gnome-terminal, etc.), I believe you need to either
source your rc file or exit the parent tty for it to take effect.
