A Freshmeat search will turn up a ton bunch of programs that do just
this. Unfortunately, most are crap (incomplete, inflexible, or just
plain broken). For Debian users, an "apt-cache search mp3" will turn
up a few decent ones. Personally, I'm partial to `abcde` which is a
fairly intelligent and flexible shell script.
