YMMV.  I live in Mountain View, and my IP only changes when my MAC
does (i.e. when I added a Linksys firewall/router in front of my Linux
server).  I signed up when it was ATT at Home, then ATTBI, and now
Comcast.

Oh yeah, and the only time it's *ever* not worked was when I didn't
pay the bill...
