Quite possibly.  To "helping MS beat back the threat posed by the free
Linux operating system" (the _Chron's_ wording) apparently refers to
Microsoft Corp's "Get the Facts" PR campaign, which Taylor spearheaded
but is nothing more than a bunch of Microsoft-written case-study
anecdotes from the IT trenches.  See:

It's amusing that Microsoft Corp's standard counterattack against
competing technology is to throw more money at PR propaganda.
