In that case, a good reference for _all_ concerned would be the excellent guide 'How To Ask Questions The Smart Way' by Eric S Raymond and the main addressee above. URL at http://catb.org/~esr/faqs/smart-questions.html , and this was revised less than a year ago.

The principles of asking smart questions on the Net and responding to the same similarly apply to group posting as well. 
Makes little difference where any of those asking or responding are _physically_ located; e.g., in Chester County,PA, in Saint Matthew County,CA (NorCal's BA),.... or even in Kings County,NY.
