[BALUG-Admin] Many balug-announce subscriptions disabled for high bounce scores

Another huge crop of balug-announce subscriptions got delivery turned
off.
1. These equate to "no such user" or "no such host/domain", and have now been
manually removed (by me) from the roster:

Because:

WTF? Yes, I accept and approve of "SMTP host's IP must have a valid
PTR", and that is normal as an antispam heuristic. However, no sane
sysadmin requires an exact match between forward and reverse, otherwise
people would not be able to handle multiple mail-sending domains on one
IP, which is a normal and expected use-case.
So, I have _also_ removed balug.sac65849@spamgourmet.com from the
roster.
That leaves 21 subscribers with delivery disabled (category 2)
on account of DNSBL-driven refusals. Mailman will eventually unsub
those, if the current situation persists.
