I recommend keeping it simple, by sticking to that.

If you start talking about 7:10 pm, regardless of what you say about it,
a certain percentage of people will _think_ 7:10 pm, show up 5-10
minutes after that, and act aggrieved.

So, just consistently say "before 7:00 PM".
